USB capture cards?

Hello. I have a few questions regarding the USB capture devices that you can buy. I was wondering if there would be any input lag if I was to use one as a "monitor" to play games through VLC or similar inside Windows? So just to be clear, I wouldn't be recording anything, I'd be using it as a way of getting video input into Windows to play games over USB (instead of going directly to a TV/monitor). Assuming there is no lag, what's the cheapest one on the market that has HDMI (full 1080p) in?
