i am building a new pc and i was going to ask if a ryzen 3 2200G would bottleneck a RTX 2060 or a RX Vega 56?

i did think about buying a ryzen 5 1600 (or a 2600) but there is like a 30 £ diffrance and i am on a budget right now. (i have rx470 and ill get a rtx 2060 or a rx vega 56/64 when i get my hands on some money about in 3 months)

With only 4 cores, it depends on the game. In modern titles, yes, it'll hold those cards back.

That definitely feels like a bottleneck to me. Even the 1600 wouldn't help all that much. I think the 2400G or the 2600 is your best choice paired with something more along the lines of a 1660(ti).
