whats the cooling? could be changing the clock due to bad thermals

even i checked the clock speeds on HWinfo64 and windows task manager , max was 3.7ghz

but when gaming max was 3.5ghz , i checked it using msi afterburn

my guess would be a bad chip, get in touch with Intel or your motherboard manufacturer

The Core i5-4590 tops out at 3.50 GHz when 4 cores are active.
