I am having some random FPS drops with games I have played before with all the same settings and had no problems. The two main games I've noticed it in are Divinity OS2 and Dying Light. I had played both games with max settings and have had no FPS problems with them before. But up until a few weeks ago I've noticed it while playing Divinity then when I started to play Dying Light again I realized it happened there too. Last time this happened to me I had some malware doing it. So I already ran malware scan, Virus scan and adware scans. None of it had helped. So I checked by cpu temps and they both run in the high 90s with around a low 90% high 80% load. I know this could be it but I wanted to know if there could be anything else as that i could do to fix it. I have played both of these games and suddenly now there is sudden fps drop in both out of nowhere. It normally only last for a few seconds. I have tried another game (arma3) and didn't notice any huge fps drop. the loads there where in the low to mid 80% range and the temps on the low 80 side. If you need any more info just ask and ill supply what I can

CPU temperatures in the high nineties for extended periods of time is definitely not okay, despite Intel (I'm presuming you have an Intel based PC) claiming the maximum safe temperature is 105°C.  This:

which is indicative of thermal throttling.

 

Sounds like you need to either:

 

a) replace your CPU cooler

b) reduce or remove any overclocks you may have applied

c) reseat your CPU cooler

d) replace your thermal paste

e) improve case airflow

f) all of the above

Sounds like you need to either:

 

a) replace your CPU cooler

b) reduce or remove any overclocks you may have applied

c) reseat your CPU cooler

d) replace your thermal paste

e) improve case airflow

f) all of the above

How many of those options are available to someone with a laptop.

I was under the assumption that you were referring to a desktop, but no matter:

 

If you have a laptop then the only thing I can think of without you needing to open the machine is to clean out the vents with compressed air and/or invest in a notebook cooler such as this:
