How to check for bad CPU Memory Controller.

So my IV Gene showed all 16 GB (4 x 4 GB) when I initially built it on Monday. I get it home that night and it shows 12GB instead of 16GB. My Balliix Tactical Tracer RAM has activity lights on top. All show activity minus one stick. So I have taken that "no activity" stick and placed it in a "known good slot" and it shows activity and populates in the machine.

I've shuffled around all the RAM and it appears there is either 1 bad slot on my motherboard (most likely scenario) or my CPU has a bad memory controller.

I know the RAM is good because all 4 sticks show up on all slots on the board minus one slot.

Are there any tools for Windows 8.1 that can check against a bad memory controller? I am more than likely going to RMA this board but I would hate to send it back and have it turn out that it is a CPU issue. I have a spare 3930K @ work that I am going to put in the machine tomorrow to test but if there is something I can do tonight without swapping the chip, that would be cool.

Thanks.
