Download the server software and open port 7777, if you don't know how to port forward we can help you. Then once the server is up, get your public IP address and give it to your friends (don't post it here) so they can connect.

No. You might be able to, but either way you have to open up a port.

Don't give up, it looks complicated at first, but we are here to help you step by step. Once you understand terraria server you can make all kinds of servers, minecraft, teamspeak, tf2, etc.
