Can't install windows 8.1

So I'm building a PC for a friend, but no matter what I do, I cant get a OS to boot. It boots to the bios fine, but It can't load windows 8.1. Im using a dell optiplex 390 motherboard, a 16gb SSD (for the OS) 400w PSU, intel pentium G645, and 4gb of ddr3. Thanks in advance.
