Vega 64 Problems

Today i recieved an RX Vega 64 gpu in the mail and after a few hours of using it my pc kept shutting off after less than a hour of playing a game then i opened up my case and my fingers felt like they were gonna burn to a crisp from touching the graphics card. I have good ventilation and not sure if this is normal for the vega 64 at all upgraded from an rx 480 that was working really well for me. Should i return the card and wait for navi or get a 2070 or maybe just keep the fans on full blast? I was so excited to finally have the card after waiting 2 weeks for it but now it just keeps shutting off the pc i even got a new psu for it a Cooler Master V650 Gold.

Check thermals while gaming, in general all GPU's will get extremely hot under sustained load.  It could even be a power supply issue
