It all started yesterday after I installed some case fans. I start to realize my fps are hard cap at 68FPS, regardless of what game I play.
I also ran furmark benchmark to check, it is also capped at 68FPS.

The score I have with my current overclock and settings should yield 103FPS average for furmark.
Although for furmark it is underperforming, no matter which game I play, 68FPS is the highest I can get. From league to Monster Hunter World.

 

CPU: i7-8700

Motherboard: Gigabyte B360m

Ram: 16gb Gskill DDR4 3200mhz

GPU: GTX 1660ti

Display: acer 1920x1080 at 66hz, connect through DVI.

So after further testing, dropping my overclock will drop my FPS in furmark, which is strange.
Without overclocking, my card should get 90FPS average on furmark, its on 60FPS atm.

With overclocking, my card should get 103FPS average on furmark, its on 65-68FPS atm.

So, it lead me to believe its not a FPS limiter, but rather, driver or the gpu itself.

 

Update: driver was not the issue, dont have a second GPU to test on so IDK if its at fault.
