TDR boot loop

Just built a pc and when windows installed and booted up it went into a boot loop around 30 minutes after... since this is my first build I’m not tech savvy and am at a los of what to do... please somebody help me I’ve been building this for a year and I get to this boot point and I’m lost...

MSI X99s SLI plus 

i7 5820k

32 gig ddr4 

RTX 2080 Gaming X Trio

corsair h115i pro

Corsair to 650 watt psu

Seagate barracuda 4 tb

samsung m.2 nvme (another issue there)

Windows 10 generated key

Update:: new bios update plus 2 different gpu driver updates for ray tracing and DLSS and it’s working at at all highest settings with only 50% cpu and 28% gpu load at 45’c
