What is an overall better upgrade?

i9-9900k or an RTX 2070

Money is not an issue, so if I have to buy a new mobo, I do not care. I also would like to choose between these 2 options only. Thank you.

I intend to stream on twitch, and I hear the new NVENC chips in the RTX 2000 series is comparable to the x264/"Very Fast" preset quality, but I assume if I just get a cpu with more cores then it wouldn't matter because I'd be able to stream with x264 at "fast" or "medium" presets which I hear yields better quality than the new NVENC chip. Does NVENC help with FPS loss? I am gaming at 1920x1080, and would like to stream at 720x60fps I'd like some advice on what would be a smarter buy.

Current Specs:

i7 6700k

GTX 1070

you have to, 8th and 9th gen doesn't work with z170/z270

for nvenc streaming, you're better off with a 2080/2070 imo, you can find some great cards

That's fine with me, but I guess I was just asking if x264 or nvenc has better quality

i would say nvenc in your case, but i'm not that good of a streamer

maybe @Crunchy Dragon has something to add?

Overclock your i7 if you haven't already, buy new Nvidia GPU, sell 1070 for $200, best cheapest solution.

i5-14600KF // 120x38MM Cooler Master AIO // B760i // 64GB DDR5 6000 // PNY RTX 5070 // Cooler Master NCORE 100 Max // Cooler Master V SFX-850 Gold // UWQHD AOC Display

NVENC is the best for a single-system streaming setup.

If you have a good enough CPU in a streaming box, then x264 will be fine.
