I've just recently put together a new system and installed Windows 10 with all current updates. The 2 problems are as follows. 

 

1: Windows is acting incredibly sluggish. Even getting to this point in typing it has frozen twice for about 15 seconds each with nothing responding including task manager. It doesn't like to shut down or restart and sometimes will lock up all together. I've done everything I could to fix this. I've done a sfc scan and repair, DISM RestoreHealth, disk cleanup and have even gone as far as reinstalling Windows a second time. Currently it's not even keeping up as I type. 

 

2: Geforce Experience will not open at all. No matter how I try to launch it. It sometimes opens and give me the error code 0x0003. I have followed multiple links on how to fix this also with no results. And it just locked up for about 10 seconds again.

 

The Windows problem happened before installing Geforce.

 

I will post anything that is needed for any assistance.

This is all showing that windows is failing at updates. So I don't think you are current on updates, it is just failing to install new ones?

Check the harddrive, Right click on it, Properties > Tools > Error Checking

If there are no errors I'd say just try re-installing windows, and don't install anything else this time until windows is actually updated. you can check your motherboards website for updated drivers as well.

This is all showing that windows is failing at updates. So I don't think you are current on updates, it is just failing to install new ones?

Check the harddrive, Right click on it, Properties > Tools > Error Checking

If there are no errors I'd say just try re-installing windows, and don't install anything else this time until windows is actually updated. you can check your motherboards website for updated drivers as well.

On the second attempt of installing Windows 10 I did just that. Nothing was installed until all updates were done. Windows update says I'm current on all updates. But I will check for errors of the harddrive as you said.

The first install was on a brand new Crucial MX500 m.2 drive. 

The second attempt was on a used Samsung 850 Evo.

 

I do have one more ssd I could try it on.

What version of windows are you on?

 

Try also switching what SATA port you are connecting into just to eliminate silly stuff. I don't think it'll change anything but worth a shot.

I'm currently on Windows 10 Pro 64-bit.

 

I included a dxdiag text file in the OP that has the exact details of which build and release it is. Hoping that would give more insight possibly?

SSD has been scanned. No issues were found.
