Bad Performance Troubleshooting Help

So I've been having this issue where I'd be playing a game and my framerate would start out in the high 80s to mid 70s and then 30 minutes in or so my framerate will start to drop only to level out at like 11fps and it won't get better until I restart the system. I thought it was just ARK but once it starts it carries over to whatever game I try even easy to render ones like minecraft. I do know for a fact that my memory isn't compatible with my motherboard, I'm waiting for a BIOS update the only reason im pretty sure it's not memory related is because I put a compatible kit in and it still did it. 

 

I've also noticed when it does this is that my GPU uses only like half or less of its rated power draw, so when it's running properly it uses like 300W but when the system starts acting up it only uses like 150W. 

 

So the question I'm asking is; does anyone know what's going on here? I'm going to run DDU when I get home but other than that all I can think of is to RMA the GPU. I've already tried RMAing the memory and I've replaced the motherboard so I don't know where else to go with this.

 

Also temps are all normal the CPU never gets hotter than 45°C and the GPU usually hang around 75°C under load occasionally getting to 78°C in more demanding titles.

Cpu: Ryzen 7 1700X

Mobo: Asus Strix B450-F Gaming

Memory: Corsair Vengeance RGB Pro 3200mhz running at 2166 for compatibility reasons

Gpu: Gigabyte Aorus 1080Ti 11G

PSU: Corsair RM750X

CPU Cooler: Corsair H115i Pro

Monitors: 2x Viotek 1440 144hz monitors.

The 4 power phases aren't a great base for the Ryzen 7, you might be experiencing VRM throttling. Any fans to put on the VRM-s?

No but the chip isnt overclocked at all it's at stock speeds

 That was more my choosing than anybody else's I have my old X370 board if that's better

 I'll try swapping that back in and see what happens we're just back to the memory in compatibility thing again because none of the Ryzen boards support the Venveance Pro memory which is why I tried buying a next gen board in the first place

Do you have the latest bios with AGESA 1.0.0.6? That has the best memory compatibility to date...

On which board? and where do I find that bios because the Asus website doesn't say anything about that.

Well the only one that mentions AGESA 1.0.0.6 is the X370 so I'll put that board in and update as needed

Could this problem be a memory temp. Issue my memory gets to like 60°C on any dimm at any time.

Well I didn't get around to the motherboard swap yesterday but I did run DDU twice and that seemed to slightly fix the problem it worked well for about 2 hours of continuous gameplay but it eventually went down to 30fps and leveled out there. If it does it again with the other motherboard I'm going to try swapping in my brothers memory which is supported and see what happens. If that doesn't work them I'll RMA my gpu

So I put my X370 board in and updated the BIOS, the problem seemed to get better I got better frames across the board but as soon as I went into a hard to render area (like the redwoods in Ark) it would make the whole system do the same thing it was doing with the last motherboard.
