Sanity check: are both SATA power and data plugged in? Also, a whole spec list from pcpartpicker is nice.

Disable UEFI Protected Mode in Bios until after you've installed Windows (Or your other OS.) Also try connecting to different SATA ports, and check on that cable giving it power. I've had this happen to me when I first attempted to use a M.2 SSD. Not sure if youre doing the same thing, but if so try looking at this site.

Is it not booting at all, or just not letting you install Windows?  I'm having a similar issue with a Z390/8700k build that I'm doing for someone, and it turned out to be the CPU from the looks of things (waiting on a replacement CPU).  The BIOS refused to detect the drives on a consistent basis, I thought it was the motherboard, swapped boards, swapped cords, swapped drives, nothing helped, so yep, probably the Processor, don't know if you're having that exact issue though.
