File/Folder Permissions gone wild.

I am just looking for some help with my computers permissions, i have no idea what caused this one day its fine the next i must of done something (no idea what) and this happens.

i will leave a picture attachment to show you this mess, frankly i'm not even sure what some of these are.

I found the problem when trying to move a game install library to the C drive and it said it couldn't do that as the location was set to read only. i had a look and found this. 

I'm the only one who uses this device.

I realise this is probs a nooby question to 99% of you but someone please explain this to me. and let me know if you want more information.

i was wondering why i have 2 admins 2 systems and so on. also my account is the only account and it is admin, but when i set the programx86 folder to not be read only and apply it does nothing and goes back to read only.
And what is creator owner? again i'm the only one on he machine its only got 1 account user me, as admin. am i ok to delete the duplicates?
