So, I have built a couple PC's before but can't figure this one out. I am doing a new build and cannot get windows to stop freezing after the "where do you want to install windows?" screen. So far I have tried:

Installing on an m.2, regular ssd, and hdd (was able to install windows to these drives on a different pc)

Creating the media on both usb and dvd from separate computers

Two different brands of z390 mobos

Reseated CPU several times (no bent pins on either board)

Updated bios on both boards

Two different power supplies (tested on each mobo)

One stick of RAM

With and without external GPU

 

So all I can come up with is a bad CPU, but I have no other CPU to test with. Any other ideas before I go through the hassle of returning it?

Specs: 9700k, Asus Prime-A, EVGA G2 850, 16 gb trident Z 3200. h115i cooler
