Video... But no boot

So for starters my motherboard is an ASUS Z9PA-D8 with two intel xeon e5-2670 cpus installed, and all 8 ram slots populated with 8gb dimms.

I was using a gtx 980 ti as my main gpu and it worked just fine, no issues at all, but I decided to upgrade since the 20 series from nvidia has proven to be a good generation of cards

 

my 2070 arrived today and i was super excited to put it in and benchmark it, i installed my new card, pressed the power button and BOOM post screen with the asus logo... but the system is unresponsive, pressing delete doesnt get me to the bios and nothing else happens.

 

when i popped a spare 1050ti i have laying around in everything fires up and boots like normal, status beep followed by full boot sequence

 

with the 2070 installed all that happens is i get the asus post screen and nothing else.

 

and idea what i might be doing wrong??

This behavior is reminiscent of an OEM windows install key, but that doesn't really make sense given that it's the GPU that's different. Still good to check.
