You would be overclocking to get 3.4+ GHz all core

Hi,

I recently bought an AMD Ryzen 7 2700 and noticed that my speed was locked to 3.4GHz, despite the 4.1GHz max. Through troubleshooting this, I also noticed that the voltage was VERY LOW  at 1.1V Max (in windows). When i tried to raise it in BIOS, i noticed that it still was at 1.1V in windows, despite displaying 1.375V in BIOS. I've disabled Cool-n-Quiet, done a reinstall, but nothing. That speed and voltage just will not budge. Below are some screenshots of my adventure.
