I would go for the r7 because these extra cores can help with the editing and the streaming part.

16GB of memory, don't need 32 and 8 is too little - I prefer 1 GB SSD, but you may want to get a nice big 2TB HDD for video storage.

GPU power: 2070 at least or 1070ti whichever is available to you

Ram: 16gb at least, 32gb is more future proof. many games are now recommending 16gb of ram at least.

Storage: 1tb SSD, they are cheap enough now, you could even throw in a cheap 2tb hdd for some extra storage.

As for the cpu, 8 cores would probably be better for editing/streaming, gaming would be fine with 6 tho

For video storage he's got a storage server.

So 1 TB SSD for sure. I don't like the F word (futureproof) too much, so only get 32 if there's a really awesome deal

headroom in what way?

overclocking can be limited by VRMs on the motherboard, PSU (if you're already riding the line of power requirements) and temperatures

I mean if the system draws 588w without overclocking should I get a 650w or a 750w psu?

I tested both cpu overclocks on the board he chose with my bench psu (AX 1200i)but I don't think he'll be using my bench psu for his system, it's kinda overkill.
