No, no that is not a good plan. You need at least a much newer CPU, if not a higher tier one, which will require a new motherboard and RAM. The RAM is probably a good idea in an of itself, as 4GB will not get the job done. With just games open, I've seen 8GB cause stuttering, and seen 12GB total in use with 16GB total system memory. 

 

Lastly, I would NEVER stick that expensive of a video card into a system with a questionable quality, and extremely low wattage power supply.

That cpu is trash. It will bottle neck the 2070 for sure. Your pc is quite old upgrade your cpu and ram + power supply first.

No Cpu ram and gpu all factor into gaming performance. You can't put a new powerful card in that old of a system and expect it to work. Your computer is very old it will not be able to fully use the power of the 2070.

Literally none of those are compatible aside from the PSU and motherboard.

 

The motherboard is for Ryzen chips, not Threadripper, and it needs DDR4 RAM.

That processor and motherboard are incompatible. You don't need 32GB of ram, but you do need DDR4 for either threadripper or an AM4 system. And 860 is probably overkill, but wouldn't hurt. You could easily do a 650W power supply and have room to spare. Check out Paul's Hardware for recent suggested gaming builds at multiple budgets.

If you want the best gaming performance and you want a 2070 here is what I would do. Get an i7 9700k+16 gb of ddr4 ram+ A better psu 450W or more and a 2070. No need to go thread ripper if you want gaming performance

More than 450W for a 9700 and a 2070. I'd suggest 650. If nothing else it's not that much more expensive and you get better efficiency.

Yeah. 450w is the minimum spec. 450w should be fine  at running the pc at stock. 550-600W psu is what i think are the best for value.

a suggestion for you. get the 2070 & a good quality psu for now.

then pick all the parts for the new build. 

based on ryzen 2700x/ x470 mobo / 8x2 ddr4 ram and some ssd.

after ryzen 3 launch, watch the reviews and buy the upgrades of "3700 & x570"

You might want to upgrade that too. 720p is child play for the 2070. If you have such a powerful pc pls get a decent monitor at least. 144hz 1080p monitor should be perferct for the 2070.
