From my experience restart the pc, nuclear option is windows reinstall, but windows is most likely just doing something and will stop when it feels like it

Would agree. Any chance you made any big changes either to windows or your build before this happened

Found this (link), you could try it out.

 

If you are running Windows 10, you can upgrade to the latest version v1809. It "resets" Windows files and services. Sometimes it resolve problems like these.

Even if you are already at v1809, you can upgrade it to itself.

no changes to the system at all (maybe deleted a few personal files)

Could try clearing the cmos, making sure you are on the newest version of windows/potential driver updates to really anything, or even a bios update. driver updates and bios updates are best found on your motherboard manufacturers website
