Disabling full screen optimisations input lag?

I've been trying to figure out my stuttering in games.

 

In apex, disabling "fullscreen optimisations" seems to fix it entirely, but I get considerably more input lag. Is this normal, how cna I remedy this. I have made a bunch of threads on stutter also.
