I have a threadripper 1900x in the MSI X399 SLI PLUS Motherboard, recently I've been having some seriously dropped frames in games, like Rainbow 6 siege and Apex Legends, at first I thought maybe my graphics card was potentially going to the farm upstate, but I did a cinebench run and my CPU is throttling itself down to .60ghz.... for no reason known to me as well as ideling at 60c + and every time I open a tab or file explorer in windows my case fans go ballistic. I overclocked it at one point but realized it was unnecessary and removed it I have 3 Noctua 1500rpm fans on my Enermax Liqutech TR4 and 3 Thermal take RGB fans. I am just out of my league here as I do not have a ton of experience with this type of thing and am concerned about this behavior my system is presenting I really just want to "factory reset" my CPU so that I can potentially fix these problems I really do not know what to do... If anyone knows how I can get it back to "factory settings" that would be fantastic and thank you in advance.

I would reset mobo to factory default, then enable XMP profile 1 for RAM. If that doesnt fix your issue i would try reseeding your CPU and new thermal paste application. This should be done every few years but it sounds like its not that old. @Home

I cleared the CMOS and that seemed to help with the insane clock speed reduction, but I'm still for whatever reason idling at 60c and when I run cinebench my clock speeds are still dipping, only to 3.2ghz from the standard core clock of 3.8-9ghz rather than to .60ghz, I will take your advice and check the thermal paste application tomorrow for any potential issues, Thank you for your help @Justinzonfire

Maybe cinebench/games are thermal throttling due to AIO not making good contact with IHS, that could explain 60c at idle and low clock speeds.

I applied new thermal paste and made sure all the cooler screws were nice and tight and it seems to be helping at the time of writing, I also was looking at Ryzen master and realized that the CPU voltage was unlocked and was auto pushing to 1.45 so I locked that, I appreciate all of the help

Unfortunately, the issue returned a few hours after writing my last addition to this thread, I did, however, find that my cooler was more than likely the culprit as it is the Enermax liqutech TR4, which I would recommend avoiding, I assume this because of the fact that I was reading some other online reviews of it and many many people were saying that it was failing after a few months of use and that it was hell to get RMA from Enermax so I found the fractal design s36 for a replacement on Newegg and while it had some negative reviews about its pump durability I also read one that said that Fractal's customer service is great and they are happy to replace the AIO if it has issues, I thought about going wraithripper also but it was too tall for my case. again I appreciate all of the help with this issue and I will inform when my new cooler arrives about if it improves or the issue is the same.
