Don't bet :), you'll lose that bet on most games except Ubisoft titles with 8 Threads the GTX1070 is quite well fed.  4 cores Is very silly in today's games with a Good GPU.

A stock 4790 no K isn't like a 4790k,.. that can OC and has fast 2400mhz compared to a locked down 1600Mhz kits.

My mums locked 4790 is Paired with 1600Mhz Memory but only has a GTX970 to drive..

 

I can't say it for all games...

But I've got 30 installed, most will use 4-6+ threads and I'm still at 99% GPU usage.

 

Yes. Correct in that a 7700k vs a 4790k will 99% a GPU all the same, but the 7700k will have the slight advantage, does that percent or two count as a bottleneck to people's eyes, in this case you're right but little else in saying a 4790k will neck a GTX1070,. you'd be right saying a GPU above a GTX1080 or so... 1080ti for sure..

I read OP as 4790k not 4790 initially.

 

I've found games that use more than 4threads are quite common.. Serious....

I've got 30 games installed and test random things all the time so I can show this if need be.

 

But 8threads should be a minimum. Going forward

 

If most trouble shooting fails, and you have the few hours,..backup data & Fresh install when out of options.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
