Timeline DWM.exe 100% GPU usage

So I have a 4K laptop that uses intel UHD630 (i9 8950hk) and GTX 1050ti gpu's. 

 

The problem is whenever I open task view/ timline it's very laggy - low FPS etc. And in task manager I can see GPU usage at constant 100% while scrolling around in task view/ timeline.

The attachment shows GPU usage after scrolling around a bit in task view. Also going to system32 and settings icons to extra large and scrolling isn't smooth at all! You can try this yourself to see if you have the same issue I specified. Keep in mind with 1080P everything is smooth as butter.
