So, I'm at a loss..

I have 2 gaming PCs. 1 I put on the shelf for about a year,  and recently got it running again. 

Specs are:

AMD FX 8320 @ 4.2ghz water cooled 

AMD RX 480 8GB MSI AMOUR

Gigabyte 970A-DS3P

12GB DDR3

SSD primary w/ HDD storage

 

My problem is, I used to get comparable-ish FPS to my 1060 6gb card. But now I'm running 35- 55 fps in EVERY game. 

I have an AMD R7 360 2GB card, that is pulling higher frames in same games. 

 

Temps are 55 for CPU.  60 for GPU. 

Doesn't matter about overclock. Stock, under volt, over volt,  -50 or +50 power limit. MSI afterburner,  or wattman.

Card is stuck with same FPS everywhere. 

 

Deep cleaned system, re-slotted all parts, ram, 

Driver updates,  etc.. 

 

In middle of fresh install. 

I just don't know what to do. Card was sent for warranty, came back fine.

 

And it crushes 3D mark and Kombustor benchmarks.

60% max for CPU. 

GPU fluctuates. Goes up to 99-100% when standing still.. but 5-8% average when moving. With fan speed at 100% temps around 45degrees and still same thing. 

on GPU Z, it never went over 70' on GPU temp, is why I thought throttling.
