Fallout 4 Fps Problems?

Recently I've been noticing the frame rate while I play Fallout 4 are lower than usual. My specs are an i7 6700 ,non k. 16gb ram, corsair vs 650w, gtx 750ti, msi pr0 z270 pc mate. I usaully don't over clock my asus fml 750ti unless I am playing Ark. But if I open afterburner, the gpu usage isnt at full 99%. Around 80 range is what it typically shows. But the fps in fallout is like 35-50. It kind of annoys me since it hasnt done this in the past. I have the game running mostly high settings with it maxing out at 60 before I've been noticing it. I even turned some settings down to see what happens.
