Is my RX580 DOA

I recently purchased an ASUS RX580 4gb on amazon. how ever I cannot get through the driver initialization phase of the driver installation. It gives a BSOD and i have to use DDU to clear all GFX drivers to be able to boot back up with the card(with no drivers). It was an Upgrade from a gigbyte gt420 which i am back to using. :'(  I have followed all instructions on the AMD website to try to rectify this issue to no avail.
