NOPE!  Well yes in a way, you need software like EVGA precision or MSI AB and you can underclock your GPU a bit.  You can also use SpeedStep for CPU or just downclock the CPU a bit and the voltage as well.

No. Temps are result of components being used. You can yndervolt, which does lower temps, but could make them unstable or perform less. Why are asking? What are your temps now when maxed?
