GPU stutters after reinstall.

I have an rx 580 4gb and a friend gave me a 480 8gb. I had the first one up until now tried the other one and performance wasn't that good. I reinstalled my gpu today but now whenever I play a game it stuters frame rate. I think an issue is maybe because I didn't uninstall 480 drivers, but now I'm resetting my PC. Could somebody help me and tell me why?

Is it properly seated? Are all drivers installed? Might any pins, etc. be clogged?

Make sure to tag and/or quote people so they get notified... :P:D
