Need help troubleshooting this graphical error

Specs

Amd phenom ii x4 965

Mobo gigabyte am3+ 78LMT-usb3 r2 (brand new)

Gpu msi rx570 8gb (brand new) 

600w evga power supply 

And yes the moitor does work it will still display clear images using the same cord and port.

The issue was there before and after I installed the gpu drivers 

But the old gpu only had the problem afterbI installed the drivers

Download DDU uninstall drivers and reinstall the newest (for your GPU)
