I upgraded my pc with Gtx 1070 and it is paired with i5 7400 and 2x4GB of ddr3 1333Mhz ram, everything is running on 5 years old  1T HDD (it takes my pc about 5 to 10 mins to start up) . I was wondering if should upgrade my cpu to i5 8400 and my ram to 2x8GB ddr4 2666Mhz, my HDD to be second drive and first to be SSD (i would instal windows and some important apps on it) because i noticed that my gtx 1070 is used about 65 to 75% and cpu is almost always ta 100% i play on 1920x1080p 75Hz monitor.

Your priority should be an SSD,

Then after if you're upgrading platform, I'd probably go for an R5 2600 or whatever equivalent chip Ryzen 2nd gen brings.

Im not big fan of amd cpus or gpus and i think intel is much more stable at gaming.I was just wondering if these new parts would help me run pc or games smoother because on average i get like 60 to 70fps in games with frequent minimums that dips below 50fps. Tnx for the reply i will definitely get that SSD to improve windows stability.

Well, the i5-8400 is (roughly) 25% faster than the 7400.

And, after doing a little bit of digging on Reddit, I found that the pins on the motherboard are different for the 8400 than the 7400. If you do want to get the extra 25% boost, you'd (most likely) have to buy a new MOBO. Around 200, is what you'd be looking at for an Asus one. :)
