What's your psu wattage? rx580s are pretty reasonable. Depends on your budget though.

VEGA 56 is a decent upgrade from the 390, and lets you have freesync.

PSU is 520W but it has been running my system for 3 years so it seems to be enough for my system. 

im fine with spending like $250, I wanted the 1070 or 1070 TI but thats way to much money to spend for me on a computer component right now

with that difference 390 definitely. it's almost as fast and has more vram.
