RTX 2080 Troubles

Hey guys im having an issue with my ASUS ROG STRIX RTX 2080 OC Edittion, it was working fine yesterday but for some reason today i noticed in ASUS GPU tweek 2 the clock speed of the GPU has been runing at base clock 1515MHz, when usually in games it boosts up to 2010-2070MHz, if anyone knows what the issue is it would be greatly appreciated ^-^

Edit: no matter what game i am playing it only runs at 1515MHz

Current Specs -

Aorus Gaming 5 X470 
AMD A12 9800 (crap i know saving up for a Ryzen 7 2700X)
Corsair 16GB DDR4 
Samsung Evo 860 M.2 
ASUS ROG STRIX RTX 2080 OC Edition
