Is this something I should be expecting?

I built my PC in late 2016 (My first PC build since I was a kid)  and it has been able to handle everything that I have thrown at it over the years however as of late I have begun to notice that my 6700k has been hitting numbers that have had me a little concerned.

When I am exporting say a video in Premiere Pro I am used to it reaching 100%, however I have noticed that the temps have started to jump from around 62-65C to upwards of 87-90C (idles is around 29-32C and 55-60C when gaming). However, where my real concern lies is when I am streaming. I use StreamlabsOBS (not sure if that is relevant), I have stopped gaming and streaming on the same rig entirely because I was noticing quality drops and my fps was hitting sub 30 in most cases. When it comes to streaming my rig has been used with an Elgato HD60 Pro to capture PS4 gameplay ( I have yet to get my friends to convert to PC) and for a while everything was fine but sure enough I saw my CPU begin to hit utilization numbers that I hadn’t seen before up from the usual 30% to over 85% and temps have risen in a similar manner.

Is this something that would be considered normal? I recently moved from a Phanteks P400 to a Lian Li PC-O11 Dynamic and assumed I had messed up my mounting, I reapplied thermal paste and reseated it and still have the same issues. Should I just chalk this up as my hardware aging or am I asking too much from my system? I knew I would have to eventually start saving to build a new system, did not expect it to be this early though.

My Rig:

I7- 6700k @4.6 Ghz

Zotac GTX 1070

MSI Z170A SLI PLUS

Corsair H100i v2

G. Skill Ripjaws 32 GB @ 3200MHz

If you need any further info lemme know.
