Yesterday my internet provider was experiencing some difficulties (they called it interference), and after several hours it was fixed. However, while some devices did have access to the internet, some didn't. The service provider claims the issues have been resolved, but while the TV, two laptops and two smartphones are working fine and connect to the Wi-Fi network without problems, two devices (my smartphone and my PC) can connect but receive no service. I called the ISP and under their guidance I reset the router to default settings and restarted it, as well as put in Google's DNS IP addresses, and while every other device has internet, my poor PC and smartphone still don't. What I noticed is that, while most websites won't work, there are a few exceptions. For YouTube and E621, if I open them in my browser, then close the tab and reopen it again, the sites will partially load, and Google Drive will partially load every time I hit F5. No other website works, however, and neither do any programs like Steam, Discord, etc. I tried restarting the router, restarting my smartphone and PC several times, but nothing I tried works and my knowledge of networking is really limited, so I've ran out of ideas.

What would you suggest that I do?

My phone that doesn't work: Samsung Galaxy A5 2015

My PC that doesn't work: Windows 10 Home, TP-Link TL-WN722N Wi-Fi Card

My ISP: Ownit

My router: Pentagram Cerberus P6360
