Okay, I have a few questions.

 

Does it matter what OS I have?

 

Will this CPU work with this MOBO?

The CPU has no GPU built in. Get one with one. As for the board, it will work with the CPU.

 

It can do 2-way CrossFire.

First off it is spelled Litecoin.(sorry just bothers me!) I think you have missed your window to make a mining rig, currently a system like that would not pay itself off.

One overclocked r9 280x mines at ~700KH/s this is based off of this chart. From my experience this is a little bit high.

If you look at the chart, two r9 280x would be making $261 a month, not very much considering how much money you put into a mining rig. Along with that the amount of power it will use will be pretty expensive, looking at around $80 a month. Finally the difficulty of mining is increasing rapidly so it will be making a lot less than the predicted 261 a month. I would suggest investing it in Litecoin directly since Litecoin is at a low, currently it is at $24, but it will definitely rise.

It will NOT cost that much in electricity. I have 8 R9 280X's and 3 R9 290's and I pay $230/month in electricity :P

 

Granted, I don't know the price of power where you or the OP live.
