Budget & Location: $1910 USD but I can go over. I live in New Zealand

 

Aim: Web browsing Gaming specifically War of Rights and Arma 3

 

Monitors: One. I don't plan on moving to having more monitors. The resolution is 1440p.

 

Peripherals: I need to purchase all my peripherals.

 

Why are you upgrading?: Because I want to play games at higher settings and resolution than the 2015 Macbook I have.

i would recommend getting a better CPU, in case you ever want to get any more PCIE expansion cards you would be limiting your 1070Ti to 8 lanes.

You are technically correct but you still need the appropriate motherboard, so either Z370 or Z390 etc that has SLI support. Obviously not all boards support it. If the op wanted more pcie lanes then he would have to look at a different platform i.e TR4 or something like that.

Your build looks solid. I wouldn't get that Corsair mouse, though. I just tried a Corsair Dark Core Pro RGB and then switched right over to a Roccat Tyon, ONE AWESOME mouse!!!
