Windows XP Classic Build

I am having a weird issue with XP, on startup sometimes none of the taskbar "tasks" or quick launch icons will load, and it is very sluggish until I logoff and log back on as the same user.......I have considered a OS rebuild, however this one is nicely setup with MS office 2003, service pack 3, etc.  Shut down also takes a century to shut down.....I seem to remember that started after I did an "AVG Optimize system" 8+ years ago when I was still using it..

 

It is a : Windows XP SP3, with all the updates for the OS.

 

Does anyone know if there is a 'Windows XP' builders forum or club somewhere on the internet of people building classic xp systems? I figure I might ask there too.
