Help this is weird?!

My friend and I play minecraft but his mouse sometimes goes crazy just for a sec he got a new mouse changed usb slot and everything bu it keeps doing like a 360 turn.What could be the problem?

razer mousepad,also note this happens only when playing minecraft but im not sure about that since my friend spends almost no time web browsing

Is the pad all black I assume then, I thought the laser might have been getting weird reading due to colour.  Try turning off acceleration in mouse settings or reducing the sensitivity.  If the mouse has a dpi setting turn it down and try increasing sensitivity/accel. to compensate.

Does he have any mods installed?

When I had 5Zig installed I would get this issue too, but in an unmodded version or just regular OptiFine version it would be fine.
