CPU Temps Spiking

Please help me solve this problem. I have an EVGA CLC 240 cooler that has been properly seated and has adequate thermal paste. My CPU is an 8700k and I have a EVGA XC Ultra 2080. https://gyazo.com/96a590b1a23da5950781e66af881c2b4

8700k is a hot chip and does spike, I speak from experience as I have the same cpu its just how it is without a delid

How normal is this though? https://gyazo.com/96a590b1a23da5950781e66af881c2b4  I restarted my PC and it seems to have fixed it.

normal if your running a stress test
