Stutter

Every time I play a game I have stutters. Up until now it was a frame drop but now it seems as if its skipping frames. No I'm not throttling, not overheating, I've stress tested everything with no instability or crashes. Tested with and without the XMP profile on the ram and it doesn't matter.

I honestly have no idea what could be causing this, it just occurred a month after I built my pc and this was back in July. I posted on the forums back then as well with no help.
