Random and significant frame drops

Hey there 
I have a EVGA SC GTX 1070 as my GPU, nothing fancy, I think its a reference PCB with an EVGA cooler. Along with an i7 4770K @ 4.4GHz and 16gb of ram. 
Over the past 2 weeks I have been noticing significant and random frame fluctuations from 60 to 45 to 37 to 50 to 60 while playing games like TW3, GTAV, Shadow of the Tomb Raider, and assassins creed origins. I play these games at 1080p with the graphics maxed out except in the cases of Hairworks or MSAA where I keep those off or on low. 
In GTAV I notice it the most when driving, be it slow or fast.
In TW3, it occurs random, I cant place the circumstances.

I have tried uninstalling the driver and reinstalling, also tried 2 previous drivers. The only result with that was one of the old drivers gave screen tear when watching youtube. 
I have also overclocked my gpu by 150MHz and Memory by 200MHz, this decreases the frequency of occurrence with my card nearing 90% load less but it still happens. 

Below is an image of it happening while playing TW3. 
anyone else have this issue or know how to deal with it? Thanks?

Do you have CPU usage and temperature readings when you have those stutters?
