Asus Gtx 1060 3gb 1 fan?

I just finished building my pc, and when i boot it up i realised that only 1 fan is spinning on the gpu is it normal?

use OC tools like Afterburner to force the fan speed to go up. If the second fan spins in that case, it's fine.

Cinebench R15 Single thread:168 Multi-thread: 833 

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

Forgot to mention but there is no os installed and ive only turned on the computer but never connected it into monitor or anything

See if you can manually get it going with your finger, if not then its dead RMA it.

yeah that's just how Asus make their fan speed control work below 30% on fans that arent meant to do that.
