I am getting this build 

 

I used to stream on a cheap 500$ PC and it always screen tore while streaming. Well, it looked as if it were screen tearing. Should I get an Elgato HD 60 pro? Is it worth it? will I even notice a differnece since I will have a pretty good build? ISnt Elgato only for console. I have so many questions

This shouldn't have any kind of screen tearing.

I wouldn't consider a capture card of any kind to be worth it, just use OBS.

Elgato isn't only for console, but that is the primary use case for them.

Well you defs don't need a capture card when you have a good cpu. And most flagship &/or k/x are atleast decent for the task.
These days the go to game streaming cpu is Ryzen 7, so if that is an option, I would go for it.

@Daddy Dave since that's the case, your build will be fine for streaming. But for the best gaming + streaming performance, you need that simultaneous multithreading. So the i7-8700k or i9-9900k are your best bet at the moment.
