Computer doesnt shutdown properly

Hi i have an old Lenovo thinkcentre edge 71. Trying to upgrade to an ssd and use my old hdd for storage. However with a clean install of windows when I try to power down the pc the cpu fan and psu fan don't turn off and the only way to turn off the PC is to hold the power button. Some light reading have people saying its a bios issue however i have tried to boot from my old hdd as i didn't wipe it and it still works completely fine and shuts down correctly leading me to believe that it isn't a bios issue. Any advice would be greatly appreciated. thanks

Intel Core i3-2120 Processor,4GB,500GB 7200RPM S-ATA HDD,Intel HD Graphic,DVD Recordable,Gigabit Ethernet,Windows 10 Professional 64, SATA 500GB Sandisk SSD
