RX 570 issues

So ive been working on a new build with a dell OptiPlex 390 with an 15 2400, but i'm having issues with my gpu (a used rx 570) it works fine with one monitor but when I connect another that has a lower resolution than the 1st it will not be detected but will mirror if I put it at a lower resolution than both my connected monitors. I have tried updating the drivers 1st by automatically detecting a new one but it says either the latest driver is installed or that there was an issue when installing the driver, so I tried going to the amd website and installed the latest drivers and it said it worked but when I try and open Radeon settings it says there is no driver installed or that it is not working properly and I still have the monitor issue. the gpu did come with a dvd but when I try and run set up it ssays I need to be in windows pe I looked online and I don't understand how it works.

any help would greatly appreciated.
