Help pls

So i wanted to play some fallout 4 today but i was frustrated by the crappy performance of the game. I started to investigate why it was giving me such a bad frame rate and not long after i found out that my GPU and CPU were on low usage. I have r7 1700 overclocked to 3.8ghz and gtx 1070ti also overclocked a lil bit. Fallout 4 was running on ultra and 2560x1080. My fps struggles to go past 45 but my GPU and CPU is doing absolutely no work  
Help pls?
