Gigabyte K5 wont overclock my Ryzen 1700

Just built my new system. downloaded ALL lastest drivers, BIOS, ect. I have tried everything and I can not get the cpu to overclock. doesnt matter what core clock or voltage  I use windows, CPUZ, and AMD Master always says in at stock 3.0ghz. Im not new to overclocking ive had both AM3+ and intel systems in the past but am I missing somthing? system specs are:

AMD Ryzen 7 1700 / wraith spire
Gigabyte GA-AX370-Gaming K5

Corsair vengeance LP AMD spec 2400 16gb
Samsung 850 pro 
WD Black

R9 280x crossfire

Try OC'ing in the BIOS and try seeing what the clock speeds are in the BIOS

My Laptop #1: i3-5020U, 8gb of DDR3, Intel HD 5500

yes that is the only way I overcock is in the BIOS. It shows I changed the multiplier just doesnt take affect. ill see if i can get a screen shot.
