H105i Spikey Temps

This isnt an issue really, just a curiosity. The wife's computer has a FX8150 and she received my old 1080 recently. In order to try to reduce the cpu bottle neck i bought a H105i cooler and overclocked it to 4.6ghz. The wierd thing i have noticed is that under load it stays around 34°c yet when its in idle it sits at 22°c (package temps as read in HWMonitor) yet when its basically in idle the temp will spike to around 44°c in almost an instant then in about a second drop back down to 22-24°c. You would think if it can spike to 44° in an instant then under full load it should hit the same or higher temps. Think this is just a sensor glitch? or is it some kind of windows process that hits it fast and hard taking the cooler a second to bring it back down? It never spiked like this on air, it ran hotter idling at 34° and could get to 59° under full load but at idle it would only fluctuate 1 or 2 degrees.

 

Edit: its fans and pump is set to Balanced in iCue
